Power Vs. Perception

Power needs perception, but perception does not need power.
In the book 1984 by George Orwell.
The government had complete control over it's citizen's lives.
What they said, what they did and what they perceived was all controlled by the government.
However there was a few people like Winston Smith, who used outside perception to try and out wit the government. 
So then the question we must ask is which is more important?
Does how we perceive life effect how much power we have, or are they equal?
Is power more desirable than perception, and if so does it skew perception?
Or does perception become clear when power is held?
